Many people at the 7th WWC requested a complete list of delegates.

In order to protect delegates from spamming and junk mail, we will not post it on the internet, but rather make it available through email attachment upon request by a bona fide delegate from the 7th WWC (whose name is on that list). The file is available in MSWord 6.
