Resolution #8:

Title:
Successful Coexistence of People, Predators, Wildlife and Livestock

WHEREAS,

National parks and other protected areas are essential for conservation of biodiversity, but they are not sufficient on their own, and in particular are often too small to provide viable territories for large predators, so that non-protected area conservation is also essential for these species;

This requires the active cooperation of local communities who recognise that parks have benefits beyond their immediate boundaries, and in particular that large predators and other wildlife are a key attraction for tourism;

These communities are commonly dependent for their livelihood on livestock which they therefore need to protect from predation;

For coexistence with predators this requires non-lethal methods for predator control, which can be achieved through restoring and maintaining healthy populations of prey wildlife species and by actively guarding livestock.

THEREFORE, the 7th World Wilderness Congress:

Recognizes that integrated systems for maintaining wildlife and livestock, which meet the needs of both humans and predators, are essential for the coexistence and conservation of communities and carnivores alike;

Notes that successful models for such integrated human-livestock-wildlife-predator systems have been developed and applied by organisations such as those listed in Annexure A; and hereby

RESOLVES, that

International agencies such as the Global Environment Facility of the World Bank, the United Nations Environment Program, and the World Conservation Union; and National, sub-national and local governments, assisted by non-government organisations, all of which currently fund projects to sustain critical biodiversity;

Initiate and/or approve, and provide pilot funding for, a global program to establish integrated human-livestock-wildlife-predator systems throughout all relevant regions of the world, with a plan to be completed within 2 years and substantial implementation within 5 years.
