WHEREAS,
The wilderness areas which sustain human residents are diverse, some of these
ecosystems have always been, or on account of wrong interventions and assaults on nature
have become or are rapidly becoming disadvantageous or even hostile to those residents and
this is a denial of right to life and these people are described as ecologically
handicapped;
The present system of welfare provisions to citizens who are identified as economically
or socially disadvantaged, and the various kinds of programs and policy supports either in
the form of special subsidies or earmarked opportunities/social subsidies to ensure
sustainable living are not available to this category of people;
The
6th World Wilderness Congress hereby resolves that the following steps are be
taken:
- A comprehensive protected area legislative and policy provision for the ecologically
handicapped;
- A strong participatory monitoring system to make the implementation compulsory; and
- Involve local people at every point of planning, designing and implementation of such
programs.
